Tribute to Professor Paul-Gérard POUGOUE

Professor Paul-Gérard POUGOUE was born on March 8, 1949, in Bakou, in the Western region of Cameroon.

After completing his baccalaureate, he entered the Faculty of Law and Economics at the University of Yaoundé, where he obtained a License (4-year degree) in Law and Economics, majoring in Private Law, with honors. He continued his studies at the University of Bordeaux 1 in France, where he obtained the Diploma of Advanced Studies in Private Law, with honors, the Diploma of Advanced Studies in Criminal Law, with honors, and the Doctorate in Private Law and Criminal Sciences.

Appointed as a member of the faculty of higher education institutions in August 1977, he has taught and lectured numerous times at several universities and higher education institutes in Cameroon, Africa,

France, and America, in various fields of law: personal law, family law, land and property law, obligations law, property law, customs law, banking law, insurance law, property law, company law, labor and social security law, private judicial law, arbitration law, enforcement, private international law, international trade law, legal theory and anthropology, legal epistemology.

Throughout his long teaching career, he devoted a significant part of his energy to supervising theses, preparing for habilitation to conduct research, and preparing for the agrégation competition, notably within the framework of the Agence universitaire de la Francophonie (AUF) and the Institut pour le développement de l’enseignement supérieur francophone (IDESUF) in Bordeaux.

Research Activities Synopsis

Simultaneously, he is active in research. He contributes to numerous scientific meetings and is the author of many publications. He has a keen sense of shared effort and teamwork:

he designed and coordinated the OHADA Law Encyclopedia and, with his colleagues Joseph ISSA-SAYEGH and Michel Filiga SAWADOGO, directed the green code and green collection of OHADA law under the aegis of Juriscope of Poitiers, as a member of the scientific council, he created or edited several legal journals, including Juridis Périodique in Yaoundé, Annals of the Faculty of Law and Political Sciences of the University of Dschang, African Human Rights Journal of the Association for the Promotion of Human Rights in Central Africa (Catholic University of Central Africa / Catholic Institute of Yaoundé), the journal of the Regional High School of Magistracy (ERSUMA), the Journal of Comparative Labor Law and Social Security of the Center for Comparative Labor Law and Social Security (COMPTRA-SEC) in Bordeaux, UMR / CNRS 5114, the Cameroon Management Review of the Higher School of Economic and Commercial Sciences (ESSEC) of the University of Douala, Legal and Political Notebooks, Faculty of Legal and Political Sciences, University of N’Gaoundéré, African Journal of Legal and Political Sciences, Faculty of Legal and Political Sciences, University of Yaoundé II.

International Scientific Involvement

Due to his rich experience as a teacher-researcher, he is called upon to:

chair several agrégation juries of the African and Malagasy Council for Higher Education (CAMES), Private Law and Criminal Sciences section; sit on the decision-making bodies of international institutions, including the AUF (1993-2001), the Maison des Sciences de l’Homme d’Aquitaine (2001-2010), the Institute for the Development of Francophone Higher Education, the Council of the International Organization of Academic Palms (OIPA) of CAMES, the Catholic University of Central Africa (1991 – 2004), and the International Institute of Insurance of Yaoundé; serve as the general rapporteur of the XVII World Congress of Labor and Social Security Law, Uruguay, September 3-5, 2003; be the patron of the 5th promotion (2004) of general training in Human Rights under the scientific coordination of the UNESCO Chair in Human Rights and Democracy, University of Abomey-Calavi, Republic of Benin; present a course on “The practice of arbitration at the Organization for the Harmonization of Business Law in Africa” at the Hague Academy of International Law, summer 2015.

Since 2009, he has been a member of the ILO Committee of Experts on the Application of Conventions and Recommendations.

Administrative Participation

Throughout his career, the professor has been involved in school and university administration:

1978-1979, 1st Secretary General of the University Center of Douala, now the University of Douala; 1979-1984, 1st Deputy Director of Studies at ESSEC Douala; 1989-1993, last Dean of the Faculty of Economics of the former University of Yaoundé; 1993-1996, Technical Advisor at the University of Dschang; 1996-1999, Dean of the Faculty of Legal and Political Sciences of the University of Dschang; 1998-2012, Vice-Rector of the University of Yaoundé II; 2012-2012, Vice-Rector of the University of Dschang; Since 2010, Head of the Department of Legal Theory, Legal Epistemology, and Comparative Law at the Faculty of Legal and Political Sciences of the University of Yaoundé II; Since September 2012, Secretary General of the Ministry of Secondary Education of Cameroon.

An International Consultant…

Teacher, researcher, and administrator, Professor POUGOUE is also an active player in the legal world as a consultant, expert, and arbitrator.

He undertakes numerous consultation and evaluation or legal drafting missions for the UNDP, ILO, World Bank, Central Bank of Central African States (BCEAC), Economic and Monetary Community of Central Africa (CEMAC), International Lawyers and Economists Against Poverty (ILEAP) in Toronto, French Cooperation, Investment Climate Facility for Africa (ICF), Canadian-Cameroonian Cooperation, International Organization of La Francophonie (OIF), Foundation for Continental Law in Paris, Cameroonian State, Cameroon Employers’ Association (GICAM), companies, African Regional Center for Labor Administration (CRADAT), Organization for the Harmonization of Business Law in Africa (OHADA).

I participate in numerous national arbitrations (ad hoc arbitration, GICAM arbitration) and international arbitrations (Arbitration Court of the International Chamber of Commerce in Paris).

He is a member of the following scholarly societies:
